***THE PRE APPRAISAL ***
The pre appraisal is intended primarily for the mortgage professional who is attempting to scope out the equity in the borrower's home (in the case of a refinance) or in the case of a non Realtor sale (FSBO) whether the property has a chance of appraising out. (We hope that in the case of a Realtor listed property that the parties are better informed than the former two scenarios.)
The Uniform Standards of Professional Appraisal Practice (USPAP) which govern the appraisers' conduct say that we cannot communicate a value (or value range) without properly developing an appraisal. In other words, no more pencil searches!!
There is nothing that prevents an appraiser from performing a consulting service; such as providing the same quality research data that the appraiser him/herself would use to perform the appraisal. The user would then be free to make a decision on whether it will be worthwhile to order the appraisal. The appraiser is not furnishing a value in this case (or value range) but merely providing data.
The pre appraisal developed by Stuart Fearer SRA of Electronic Appraisals in conjunction with a top notch national data provider provides the full public records information on the subject including the last sale, and a raw living area estimate. The living area data in most counties is not always accurate for appraisal purposes and often needs analysis of the building card by an appraiser or other knowlegable person. Most real estate licensees are not trained to do this. The best 15 to 20 comparable sales are selected by my computer program and displayed in sufficient detail to enable analysis by most mortgage professionals. The last page displays all the comparable sales in table form with a street map showing the subject and the comparable sales by location. The comparable sales are selected by the program with built in parameters including distance from the subject, an acceptable difference of living area and go back 6 months from the search. This product is further enhanced by an MLS search of truly comparable properties.
